評價工作(zuo)的通知(zhi)》答記(ji)者(zhe)問

  日前,人(ren)力(li)資源(yuan)社會保障(zhang)部制定出臺(tai)《關于支持(chi)企業大力(li)開展技能人(ren)才評價工(gong)作的通知》(以下簡(jian)稱(cheng)《通知》)。記(ji)者就有關問題(ti)采訪了人(ren)社部有關負責同志(zhi)。

  問:《通知》出(chu)臺(tai)的背景(jing)和意義(yi)是什么?

  答:2019年(nian)9月,習近平總書記對(dui)(dui)技(ji)能(neng)人(ren)(ren)(ren)才工(gong)作(zuo)作(zuo)出(chu)重(zhong)要(yao)(yao)指示,強(qiang)調(diao)要(yao)(yao)健全(quan)技(ji)能(neng)人(ren)(ren)(ren)才培養(yang)、使用、評價、激勵(li)制度。技(ji)能(neng)人(ren)(ren)(ren)才評價是技(ji)能(neng)人(ren)(ren)(ren)才工(gong)作(zuo)的重(zhong)要(yao)(yao)組成部分(fen),我國先(xian)后通過推行工(gong)人(ren)(ren)(ren)技(ji)術等級考核(he)、職業資格(ge)等制度對(dui)(dui)勞動者(zhe)實施職業技(ji)能(neng)考核(he)評價。

  2019年12月,國(guo)務(wu)院常務(wu)會議(yi)決定(ding),分(fen)步取(qu)消(xiao)水(shui)平(ping)評價(jia)類技(ji)能人員(yuan)職(zhi)業資(zi)(zi)格,推行(xing)社會化職(zhi)業技(ji)能等級認定(ding)。按照黨(dang)中(zhong)央、國(guo)務(wu)院“放(fang)管服”改革要求,加快(kuai)政府職(zhi)能轉變(bian),充分(fen)發揮市場(chang)在資(zi)(zi)源配置中(zhong)的決定(ding)性作用,激(ji)發市場(chang)主體(ti)活力,人力資(zi)(zi)源社會保障部于今年7月明確提出(chu)水(shui)平(ping)評價(jia)類技(ji)能人員(yuan)職(zhi)業資(zi)(zi)格退(tui)出(chu)國(guo)家職(zhi)業資(zi)(zi)格目(mu)錄(lu)時間表,并(bing)就退(tui)出(chu)目(mu)錄(lu)后(hou)續有關工作作出(chu)安(an)排。

  針對水(shui)平評(ping)價(jia)(jia)類技(ji)(ji)能人員職(zhi)(zhi)業(ye)(ye)資(zi)格退出國家職(zhi)(zhi)業(ye)(ye)資(zi)格目錄(lu)后技(ji)(ji)能人才評(ping)價(jia)(jia)載體(ti)缺(que)失等(deng)(deng)(deng)問題(ti),我(wo)部于2018年底啟(qi)動企(qi)業(ye)(ye)職(zhi)(zhi)業(ye)(ye)技(ji)(ji)能等(deng)(deng)(deng)級認定工(gong)作試點,2019年繼續擴大試點范(fan)圍,并逐(zhu)步(bu)在(zai)全國推(tui)開。試點工(gong)作取得明顯成效,得到了用(yong)人企(qi)業(ye)(ye)和廣大技(ji)(ji)能勞動者的(de)(de)普遍(bian)認同。因此,加快推(tui)動建立以(yi)市場為導(dao)向、以(yi)企(qi)業(ye)(ye)等(deng)(deng)(deng)用(yong)人單(dan)位(wei)為主體(ti)、以(yi)職(zhi)(zhi)業(ye)(ye)技(ji)(ji)能等(deng)(deng)(deng)級認定為主要方式的(de)(de)技(ji)(ji)能人才評(ping)價(jia)(jia)制度(du),解決職(zhi)(zhi)業(ye)(ye)資(zi)格制度(du)改(gai)革后技(ji)(ji)能人才評(ping)價(jia)(jia)載體(ti)缺(que)失、評(ping)價(jia)(jia)工(gong)作急需跟進等(deng)(deng)(deng)問題(ti),已(yi)具(ju)有較好的(de)(de)實踐基(ji)礎。

  開(kai)展企(qi)業(ye)(ye)技能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)評(ping)(ping)價(jia)(jia)(jia),其(qi)主要意義包括:一是(shi)(shi)有利(li)于技能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)培(pei)養(yang)。評(ping)(ping)價(jia)(jia)(jia)對加(jia)(jia)強技能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)隊伍建設(she)具有導(dao)向作用,通(tong)過評(ping)(ping)價(jia)(jia)(jia),可以(yi)引導(dao)加(jia)(jia)強企(qi)業(ye)(ye)職(zhi)工職(zhi)業(ye)(ye)技能(neng)(neng)培(pei)訓(xun),發展技工教(jiao)育,促進高質量(liang)就(jiu)業(ye)(ye),推動(dong)(dong)產業(ye)(ye)轉型升級。二是(shi)(shi)有利(li)于建立技能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)成長體系。通(tong)過評(ping)(ping)價(jia)(jia)(jia),暢通(tong)技能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)成長通(tong)道,加(jia)(jia)強人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)激(ji)勵(li),提(ti)高人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)待遇和地位(wei),形成人(ren)(ren)(ren)人(ren)(ren)(ren)渴望成才(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)人(ren)(ren)(ren)努力成才(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)人(ren)(ren)(ren)皆(jie)可成才(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)人(ren)(ren)(ren)盡展其(qi)才(cai)(cai)(cai)(cai)(cai)的(de)(de)良好局面。三是(shi)(shi)有利(li)于推動(dong)(dong)技能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)評(ping)(ping)價(jia)(jia)(jia)改革。人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)評(ping)(ping)價(jia)(jia)(jia)改革的(de)(de)重點是(shi)(shi),促進評(ping)(ping)價(jia)(jia)(jia)與使用結(jie)合(he),推動(dong)(dong)企(qi)校(xiao)合(he)作、產教(jiao)融合(he)。同時(shi),受新冠肺炎疫情等(deng)影響,大規模(mo)的(de)(de)公共活(huo)動(dong)(dong)受到一定程度(du)的(de)(de)限制,鼓勵(li)企(qi)業(ye)(ye)自主開(kai)展技能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)評(ping)(ping)價(jia)(jia)(jia)活(huo)動(dong)(dong),改變技能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)的(de)(de)評(ping)(ping)價(jia)(jia)(jia)模(mo)式,也勢在必行(xing)。

  問:《通知》有哪些政(zheng)(zheng)策(ce)突破或政(zheng)(zheng)策(ce)亮點?

  答:《通知》最(zui)大的亮點就是(shi)“自(zi)主(zhu)”。《通知》比較(jiao)系統地明確了企(qi)業(ye)(ye)在開展技(ji)(ji)能(neng)人才(cai)評(ping)價工作中的自(zi)主(zhu)權(quan),包括自(zi)主(zhu)確定評(ping)價范圍、自(zi)主(zhu)設(she)置職(zhi)業(ye)(ye)技(ji)(ji)能(neng)等級、依(yi)托(tuo)企(qi)業(ye)(ye)開發評(ping)價標(biao)準規范、自(zi)主(zhu)運用評(ping)價方法、開展職(zhi)業(ye)(ye)技(ji)(ji)能(neng)競賽評(ping)價、貫通企(qi)業(ye)(ye)技(ji)(ji)能(neng)人才(cai)職(zhi)業(ye)(ye)發展等。

  一是企(qi)業自(zi)主確定評價職業(工種(zhong))范圍。企(qi)業(ye)(ye)可(ke)結合生(sheng)產(chan)經營主(zhu)業(ye)(ye),依據(ju)國家職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)分(fen)類(lei)(lei)大(da)典(dian)和新(xin)發(fa)布的(de)(de)(de)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(工(gong)(gong)種(zhong)),自主(zhu)確定評(ping)價(jia)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(工(gong)(gong)種(zhong))范圍(wei)。對(dui)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)分(fen)類(lei)(lei)大(da)典(dian)未列入但企(qi)業(ye)(ye)生(sheng)產(chan)經營中(zhong)實際(ji)存在的(de)(de)(de)技能(neng)崗(gang)位(wei)(wei)(wei),可(ke)按(an)照相鄰相近原則對(dui)應到職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)分(fen)類(lei)(lei)大(da)典(dian)內職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(工(gong)(gong)種(zhong))實施評(ping)價(jia)。支持企(qi)業(ye)(ye)參與新(xin)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)開發(fa)工(gong)(gong)作,推動較為(wei)成熟的(de)(de)(de)技能(neng)崗(gang)位(wei)(wei)(wei)納(na)入國家職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)分(fen)類(lei)(lei)體系。如石化企(qi)業(ye)(ye)將未列入職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)分(fen)類(lei)(lei)大(da)典(dian)的(de)(de)(de)“鉆(zhan)井地質工(gong)(gong)”,按(an)大(da)典(dian)中(zhong)的(de)(de)(de)“鉆(zhan)井工(gong)(gong)”職(zhi)(zhi)(zhi)(zhi)業(ye)(ye),結合實際(ji)崗(gang)位(wei)(wei)(wei)要求,對(dui)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)開展技能(neng)評(ping)價(jia)。有些(xie)企(qi)業(ye)(ye)參與了(le)新(xin)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)征(zheng)集工(gong)(gong)作,將“裝配(pei)式建筑施工(gong)(gong)員”申報(bao)確認為(wei)新(xin)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye),為(wei)新(xin)技能(neng)崗(gang)位(wei)(wei)(wei)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)提供了(le)評(ping)價(jia)基礎。

  二(er)是自主設置職業技能(neng)等級。企業(ye)可以國家職(zhi)(zhi)業(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能標準設(she)置的五級(ji)(ji)(ji)(ji)(初級(ji)(ji)(ji)(ji)工(gong))、四(si)級(ji)(ji)(ji)(ji)(中(zhong)級(ji)(ji)(ji)(ji)工(gong))、三級(ji)(ji)(ji)(ji)(高(gao)級(ji)(ji)(ji)(ji)工(gong))、二(er)(er)級(ji)(ji)(ji)(ji)(技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi))和一級(ji)(ji)(ji)(ji)(高(gao)級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi))為(wei)基礎,自主設(she)置職(zhi)(zhi)業(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能崗(gang)位等(deng)級(ji)(ji)(ji)(ji),形(xing)成(cheng)具(ju)有自身特色的評價(jia)等(deng)級(ji)(ji)(ji)(ji)結構(gou),建立(li)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能人才成(cheng)長通(tong)道(dao)。企業(ye)可設(she)置學徒工(gong)、特級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)、首席(xi)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)等(deng)崗(gang)位等(deng)級(ji)(ji)(ji)(ji),并明確其(qi)與(yu)國家職(zhi)(zhi)業(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能標準相應(ying)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能等(deng)級(ji)(ji)(ji)(ji)之間的對(dui)應(ying)關系。比(bi)如,有的企業(ye)在高(gao)級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)之上設(she)置了特級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)、首席(xi)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)等(deng)崗(gang)位,與(yu)國家職(zhi)(zhi)業(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能標準中(zhong)的高(gao)級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)相對(dui)應(ying),享(xiang)受政(zheng)(zheng)府人才政(zheng)(zheng)策。企業(ye)還(huan)可在技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能等(deng)級(ji)(ji)(ji)(ji)內細(xi)分層級(ji)(ji)(ji)(ji),以“技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)”為(wei)例,有的企業(ye)將其(qi)分為(wei)一級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)、二(er)(er)級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)等(deng)。

  三是(shi)自主開發評價標準(zhun)規范。適(shi)應產業(ye)(ye)(ye)發(fa)展和(he)(he)(he)技(ji)(ji)術(shu)(shu)變革需(xu)求(qiu),發(fa)揮企(qi)(qi)業(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)優勢開(kai)(kai)發(fa)職業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)或評(ping)價(jia)(jia)規(gui)(gui)范(fan),建立科學合理、符合生產實際的評(ping)價(jia)(jia)標(biao)準(zhun)體系。企(qi)(qi)業(ye)(ye)(ye)可(ke)根(gen)據相(xiang)應的國(guo)(guo)(guo)家(jia)職業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun),結(jie)合企(qi)(qi)業(ye)(ye)(ye)工種(zhong)(崗位)特殊要(yao)(yao)(yao)求(qiu),對(dui)職業(ye)(ye)(ye)功能(neng)、工作內容(rong)、技(ji)(ji)能(neng)要(yao)(yao)(yao)求(qiu)和(he)(he)(he)申報條(tiao)件等進行(xing)適(shi)當調整(zheng),原則上不低于國(guo)(guo)(guo)家(jia)職業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)要(yao)(yao)(yao)求(qiu)。無相(xiang)應國(guo)(guo)(guo)家(jia)職業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)的,企(qi)(qi)業(ye)(ye)(ye)可(ke)參(can)照《國(guo)(guo)(guo)家(jia)職業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)編制技(ji)(ji)術(shu)(shu)規(gui)(gui)程(cheng)》,自主開(kai)(kai)發(fa)制定(ding)企(qi)(qi)業(ye)(ye)(ye)評(ping)價(jia)(jia)規(gui)(gui)范(fan)。支(zhi)持較(jiao)為(wei)成熟(shu)和(he)(he)(he)影響較(jiao)大的企(qi)(qi)業(ye)(ye)(ye)評(ping)價(jia)(jia)規(gui)(gui)范(fan),按程(cheng)序申報國(guo)(guo)(guo)家(jia)職業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)。如有的平(ping)臺企(qi)(qi)業(ye)(ye)(ye)參(can)照《國(guo)(guo)(guo)家(jia)職業(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)準(zhun)編制技(ji)(ji)術(shu)(shu)規(gui)(gui)程(cheng)(2018年(nian)版)》開(kai)(kai)發(fa)了(le)“網(wang)約配(pei)送員”“互聯網(wang)營銷師”等企(qi)(qi)業(ye)(ye)(ye)評(ping)價(jia)(jia)規(gui)(gui)范(fan),據此對(dui)職工開(kai)(kai)展技(ji)(ji)能(neng)評(ping)價(jia)(jia)。

  四是(shi)自主(zhu)運用(yong)評價方法。建立以職業(ye)(ye)(ye)(ye)能(neng)力為(wei)(wei)導(dao)向、以工(gong)(gong)作(zuo)業(ye)(ye)(ye)(ye)績(ji)為(wei)(wei)重(zhong)點、注重(zhong)工(gong)(gong)匠精神和職業(ye)(ye)(ye)(ye)道(dao)德養成(cheng)的技能(neng)人才評(ping)價(jia)體系。堅持(chi)把品(pin)德作(zuo)為(wei)(wei)評(ping)價(jia)的首要內容(rong),重(zhong)點考(kao)(kao)察勞(lao)動者執(zhi)行操作(zuo)規程、進(jin)行安全生(sheng)產(chan)(chan)(chan)、解決生(sheng)產(chan)(chan)(chan)問題(ti)和完成(cheng)工(gong)(gong)作(zuo)任務的能(neng)力,并注重(zhong)考(kao)(kao)核崗位工(gong)(gong)作(zuo)績(ji)效,強化(hua)生(sheng)產(chan)(chan)(chan)服(fu)務結果(guo)、創新(xin)成(cheng)果(guo)和實際貢獻。要把技能(neng)人才評(ping)價(jia)工(gong)(gong)作(zuo)融入日(ri)常生(sheng)產(chan)(chan)(chan)經(jing)營(ying)活動過(guo)程中,靈活運用過(guo)程化(hua)考(kao)(kao)核、模(mo)塊化(hua)考(kao)(kao)核和業(ye)(ye)(ye)(ye)績(ji)評(ping)審、直接認定等多種方(fang)(fang)式(shi)(shi)。探索利(li)用現代(dai)信息(xi)技術,創新(xin)技能(neng)評(ping)價(jia)方(fang)(fang)式(shi)(shi)。目(mu)前,各地在實施企(qi)業(ye)(ye)(ye)(ye)技能(neng)人才自主評(ping)價(jia)時(shi),除(chu)傳(chuan)統的理論知識(shi)+技能(neng)操作(zuo)考(kao)(kao)核方(fang)(fang)式(shi)(shi)外,鼓勵支持(chi)企(qi)業(ye)(ye)(ye)(ye)以業(ye)(ye)(ye)(ye)績(ji)評(ping)定、現場作(zuo)業(ye)(ye)(ye)(ye)評(ping)定等方(fang)(fang)式(shi)(shi)進(jin)行技能(neng)水平認定。

  五是(shi)開展職業技能競(jing)賽評價。發揮以(yi)(yi)賽(sai)(sai)(sai)(sai)(sai)促(cu)訓、以(yi)(yi)賽(sai)(sai)(sai)(sai)(sai)促(cu)評作用,將職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)競賽(sai)(sai)(sai)(sai)(sai)作為技(ji)(ji)(ji)能(neng)人才評價(jia)的(de)重要方式之一(yi),促(cu)進評價(jia)工(gong)作公(gong)(gong)開(kai)公(gong)(gong)平公(gong)(gong)正。鼓勵企業(ye)(ye)(ye)(ye)(ye)按照國家職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)標(biao)準(zhun)和行業(ye)(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)(ye)評價(jia)規范要求,大力開(kai)展職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)競賽(sai)(sai)(sai)(sai)(sai)、崗位練(lian)兵、技(ji)(ji)(ji)術(shu)比武等(deng)(deng)活動,并(bing)將競賽(sai)(sai)(sai)(sai)(sai)結果與職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)(ji)認定(ding)相(xiang)銜(xian)接。支持企業(ye)(ye)(ye)(ye)(ye)職(zhi)(zhi)(zhi)工(gong)參加(jia)各(ge)級(ji)(ji)各(ge)類職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)競賽(sai)(sai)(sai)(sai)(sai),對(dui)在職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)競賽(sai)(sai)(sai)(sai)(sai)中取得優(you)異成績的(de)人員,可(ke)按規定(ding)晉(jin)(jin)升相(xiang)應職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)(ji)。比如,對(dui)國家級(ji)(ji)一(yi)類職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)競賽(sai)(sai)(sai)(sai)(sai)各(ge)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(工(gong)種(zhong))決賽(sai)(sai)(sai)(sai)(sai)單人賽(sai)(sai)(sai)(sai)(sai)項獲前5名、雙人賽(sai)(sai)(sai)(sai)(sai)項獲前3名、三人賽(sai)(sai)(sai)(sai)(sai)項獲前2名的(de)選手,可(ke)直接晉(jin)(jin)升技(ji)(ji)(ji)師職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資格(ge)或職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)(ji),已具有技(ji)(ji)(ji)師職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資格(ge)或職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)(ji)的(de),可(ke)晉(jin)(jin)升高級(ji)(ji)技(ji)(ji)(ji)師職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資格(ge)或職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)(ji)。

  六(liu)是貫通(tong)企業技能人才職業發展。適應人(ren)(ren)才(cai)(cai)(cai)融(rong)(rong)合發展趨勢(shi),建(jian)立(li)職(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)等級認定與專(zhuan)業(ye)(ye)技(ji)(ji)術(shu)職(zhi)(zhi)稱(cheng)評審貫(guan)通(tong)(tong)機制,破除身份、學歷、資歷等障礙(ai),搭建(jian)企業(ye)(ye)人(ren)(ren)才(cai)(cai)(cai)成(cheng)長(chang)立(li)交橋。落實(shi)(shi)在(zai)工(gong)(gong)(gong)程技(ji)(ji)術(shu)領域(yu)(yu)實(shi)(shi)現(xian)高(gao)技(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)與工(gong)(gong)(gong)程技(ji)(ji)術(shu)人(ren)(ren)才(cai)(cai)(cai)職(zhi)(zhi)業(ye)(ye)發展貫(guan)通(tong)(tong)的意見要求,逐步擴(kuo)(kuo)大貫(guan)通(tong)(tong)領域(yu)(yu),能(neng)擴(kuo)(kuo)盡擴(kuo)(kuo),能(neng)融(rong)(rong)盡融(rong)(rong)。目前,部分地區根據實(shi)(shi)際情況制定工(gong)(gong)(gong)程技(ji)(ji)術(shu)領域(yu)(yu)高(gao)技(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)職(zhi)(zhi)業(ye)(ye)(工(gong)(gong)(gong)種(zhong))與專(zhuan)業(ye)(ye)技(ji)(ji)術(shu)人(ren)(ren)才(cai)(cai)(cai)職(zhi)(zhi)稱(cheng)專(zhuan)業(ye)(ye)對(dui)應參考目錄,推(tui)動工(gong)(gong)(gong)程技(ji)(ji)術(shu)領域(yu)(yu)實(shi)(shi)現(xian)高(gao)技(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)與工(gong)(gong)(gong)程技(ji)(ji)術(shu)人(ren)(ren)才(cai)(cai)(cai)職(zhi)(zhi)業(ye)(ye)發展貫(guan)通(tong)(tong),促進兩類(lei)人(ren)(ren)才(cai)(cai)(cai)深度融(rong)(rong)合。

  為支持企(qi)(qi)業(ye)(ye)(ye)(ye)開展自主(zhu)評(ping)價(jia)(jia)(jia)工(gong)作(zuo),《通知》還提(ti)出,加強企(qi)(qi)業(ye)(ye)(ye)(ye)評(ping)價(jia)(jia)(jia)基礎能(neng)力建(jian)設(she),發揮已(yi)有(you)職業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)鑒定(ding)技(ji)(ji)術優(you)勢(shi)和(he)組織(zhi)優(you)勢(shi),依(yi)托(tuo)設(she)在(zai)企(qi)(qi)業(ye)(ye)(ye)(ye)的職業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)鑒定(ding)所站、高技(ji)(ji)能(neng)人才培訓(xun)基地和(he)技(ji)(ji)能(neng)大師工(gong)作(zuo)室等組織(zhi)開展評(ping)價(jia)(jia)(jia)工(gong)作(zuo)。鼓(gu)勵(li)備案企(qi)(qi)業(ye)(ye)(ye)(ye)申請為社(she)會培訓(xun)評(ping)價(jia)(jia)(jia)組織(zhi),為其它中小(xiao)企(qi)(qi)業(ye)(ye)(ye)(ye)和(he)社(she)會人員提(ti)供人才評(ping)價(jia)(jia)(jia)服(fu)務。深化(hua)產(chan)教融合(he)、企(qi)(qi)校(xiao)合(he)作(zuo),支持企(qi)(qi)業(ye)(ye)(ye)(ye)為院(yuan)校(xiao)學生(sheng)提(ti)供人才評(ping)價(jia)(jia)(jia)服(fu)務,引導院(yuan)校(xiao)科學合(he)理設(she)置專業(ye)(ye)(ye)(ye)和(he)課程。

  問:如(ru)何組織實施?

  答(da):一是加強組織領(ling)導。要牢固樹立為企業服(fu)務的(de)意識,支持企業開展技能(neng)人才評(ping)價。健全工(gong)(gong)(gong)(gong)作(zuo)機(ji)制,完善(shan)工(gong)(gong)(gong)(gong)作(zuo)規程(cheng),指導(dao)企業制定(ding)工(gong)(gong)(gong)(gong)作(zuo)方案(an),優化服(fu)務流程(cheng),簡化工(gong)(gong)(gong)(gong)作(zuo)程(cheng)序,采取上門(men)服(fu)務、現(xian)場集中辦理、網(wang)上申報、告(gao)知承諾、網(wang)絡核驗(yan)等方式(shi),積極做好評(ping)價備案(an)服(fu)務工(gong)(gong)(gong)(gong)作(zuo)。加快工(gong)(gong)(gong)(gong)作(zuo)進度,定(ding)期調度工(gong)(gong)(gong)(gong)作(zuo)進展情況,及(ji)時研究解決(jue)工(gong)(gong)(gong)(gong)作(zuo)中出現(xian)的(de)新情況新問題。

  二是強(qiang)化質量督導。按照屬地原則,加(jia)強對本地區企業技能(neng)人才(cai)評價工(gong)作質量督導,建立(li)(li)評價質量信用評估機制,動態公(gong)布評估結果。建立(li)(li)信息互通(tong)、結果互認機制,企業所(suo)在(zai)地人力資源社(she)會(hui)保(bao)障部門要加(jia)強與企業子公(gong)司所(suo)在(zai)地人力資源社(she)會(hui)保(bao)障部門的溝(gou)通(tong)銜接。

  三(san)是做(zuo)好服務(wu)保障。人(ren)(ren)力(li)資(zi)源社會(hui)保(bao)障(zhang)部門要(yao)加強(qiang)信(xin)息化建(jian)設(she),向社會(hui)提供證(zheng)書信(xin)息查(cha)(cha)詢服務。企業按規定頒發的職業技(ji)能(neng)(neng)等級證(zheng)書,納入(ru)各級人(ren)(ren)力(li)資(zi)源社會(hui)保(bao)障(zhang)部門建(jian)設(she)的證(zheng)書查(cha)(cha)詢系統,向社會(hui)公開。人(ren)(ren)力(li)資(zi)源社會(hui)保(bao)障(zhang)部門要(yao)將取得職業技(ji)能(neng)(neng)等級證(zheng)書的人(ren)(ren)員納入(ru)人(ren)(ren)才(cai)統計(ji)范圍,并按規定落實(shi)相應(ying)人(ren)(ren)才(cai)政策(ce)。大力(li)宣傳(chuan)企業技(ji)能(neng)(neng)人(ren)(ren)才(cai)評(ping)價工作的重要(yao)意義(yi)、主要(yao)舉措和經驗成效,營造關(guan)心、支持技(ji)能(neng)(neng)人(ren)(ren)才(cai)評(ping)價制度改革(ge)和技(ji)能(neng)(neng)人(ren)(ren)才(cai)成長成才(cai)的良好社會(hui)氛圍。
